Summary

The intent of the funding is to bridge the gap between aspiration and execution—helping property owners understand which upgrades or system changes are practical, staged over time, and financially viable. The plans generated may include retrofit pathways, energy efficiency measures, electrification of heating/cooling systems, envelope upgrades, or combinations thereof. A secondary goal is to create replicable models and case studies that can inform broader market practices.


Eligible entities are typically building owners or managers—such as commercial property owners, multifamily housing operators (for buildings with 15+ units), and institutional or nonprofit property owners (e.g. schools, healthcare, community buildings). It is not structured as support directly to individuals or households. The opportunity is meant for nonprofits, businesses, or institutional owners rather than private residential owners. The building must be located within the state in which the program is offered.


While the program does not provide direct construction or capital grants, it offers an in-kind benefit (the assessment and planning deliverables) that can help applicants prepare for future implementation funding or leverage other incentives. Applications are accepted on a rolling basis until capacity is reached.
